Ranks are based off of traditional British and American Naval ranks in the comic, yes. The Captain/Captain thing is real (and has nothing to do with the differently titled officer ranks in the Army) – while Captain is a rank, if, say, a Commander is the commanding officer of a ship, they (at least historically) can be referred to as the ship's Captain even though they don't hold the rank which has the same title.
Ok is this suppose to be funny? And are you basing the ranks off the US Navy?
Because the Navy's Captain rank is O6 and in the other branches it's O3.
